The disease continues to demonstrate mild effects. The CDC today modified their recommended school closure guidelines. The TX DSHS, in conversation with TEA, is now modifying the Texas response to H1N1. Still subject to local jurisdictional decisions, the net result appears that schools will cease plans to close, and closed schools will begin reopening shortly.&lt;br /&gt;&lt;br /&gt;To review, over 56 school districts and 12 charter schools in Texas have been affected which has resulted in schools and districts closing their campuses as a precautionary measure. These closings have impacted 473,000 students. Current SAMHD data reflects 2 isolated Bexar County confirmed cases.&lt;br /&gt;&lt;br /&gt;There are no restrictions on limiting or cancelling public or social events in Bexar County at this time. Worship services should continue as usual. If you are sick or exhibiting flu like symptoms stay home and avoid public gatherings. The public is encouraged to practice good health habits. Within this group ONE PERSON should be named the Information Contact for all messages related to the response.&lt;br /&gt;Take common sense precautions to slow or even prevent the spread of the flu within the congregation by:&lt;br /&gt;  Asking those who are ill to stay at home rather than attending worship, committee meetings or any other church functions.  Provide alternative spiritual care for those who are unable to attend such meetings as a result of these precautions.&lt;br /&gt;·         Depending on the availability of space, worshippers may be seated in alternating rows to provide for the recommended 3’ social distance between persons during the outbreak.&lt;br /&gt;·         Have face masks available in the sanctuary for those who might want them. &lt;br /&gt;·         Train ushers to assist those who may be affected.  Having tissues, small bottles of sanitizer and masks can help.&lt;br /&gt;·         Have hand sanitizer in the restrooms for use after hand washing. &lt;br /&gt;·         Increase the diligence with which kitchens, restrooms and classrooms are cleaned.  Use disinfectant spray on all surfaces including door handles. Children’s toys in Sunday School classes and day care facilities should be cleaned after each class. Churches can premix their own sanitizing cleaner with a 1:10 ratio of household bleach to water (one part bleach to ten parts water) or use Clorox surface spray with bleach.&lt;br /&gt;·         Turn off and mark all water fountains as not to be used.&lt;br /&gt;·         Increase the supervision of small children in their hygiene habits in day care programs and Sunday School.&lt;br /&gt;·         Consider changing communion practices to limit the possibility of transmitting the virus.  i.e. intinction rather than a common passed plate and cups.  Those preparing elements should use gloves and masks.  Elements should remain covered until used and served by those wearing masks and gloves. Communicants can be brought forward by rows.  &lt;br /&gt;·         Develop a list of those from the congregation and the community may have special needs in the event of a medical emergency and how the church can be involved in their support.&lt;br /&gt;·          Local hospital and health care agencies may be able to train members of the congregation ahead of time in providing palliative care and using infectious disease precautions when in the home of affected members. &lt;br /&gt;·         ALL of those providing ongoing pastoral and spiritual care in homes during the outbreak should be REQUIRED to have infectious disease precaution training NOW.&lt;br /&gt;·         Ensure that all those handling food (for any church functions including Meals on Wheels, Food Pantry or in-house food service) follow closely enhanced precautions for safe food handling including the use of gloves, masks and hair coverings.&lt;br /&gt;Provide educational resources in simple easily understood form.&lt;br /&gt;·         Have a bulletin insert on best health practices including ‘social distancing’ so that people are not offended by the lack of hugs or shaking hands.  Rather than hugging or shaking hands during the Passing of the Peace, worshippers can simply smile and say the words.&lt;br /&gt;·         Make signs to go up around the church to remind people to wash their hands with soap and water frequently.  This could be a Sunday School project that would have the dual function of teaching children important hygiene practices and remind the congregation how to wash their hands. &lt;br /&gt;·         Have information about care for someone with the flu in the languages of the congregation and the community.  These quick handouts could have the church information including what services may be available to help with home care. Translations could be done by foreign language students in the congregation.&lt;br /&gt;·         Order copies of “Light Our Way, A Guide to the Provision of Spiritual Care in times of Disaster” from PDA. Provide copies to: staff, church leadership and all those who may be engaged in spiritual and pastoral care.&lt;br /&gt;Gather leadership to plan what to do NEXT:&lt;br /&gt;Plan for Ministry Continuation:&lt;br /&gt;In a Stage 6 Pandemic the methodology for containing the spread of the disease is to require social isolation of the infected people and reduce the opportunities for social contacts among the non-affected.  Factories could be closed; schools and day care centers would be closed.  Travel will be restricted. Many governmental planners already assume that Churches will be the principle provider of palliate care and food distribution. There will be differing responses depending on the state response plan and the perceived severity of the outbreak.&lt;br /&gt;If the outbreak moves to a Stage 6 Pandemic (we are at Stage 4 as of Apr 27, 2009, please monitor the CDC web site for current status: &lt;a href="http://www.cdc.gov/swineflu"&gt;www.cdc.gov/swineflu&lt;/a&gt;), state and local authorities may initiate mandatory closures of public events and gatherings.  This would impact churches directly if worship and other meetings such as committees and Session are prohibited.&lt;br /&gt;In advance of this declaration, the Church should provide for a means of governance and decision making that takes into account the inability to meet face to face.  Conference calls might be used to conduct Session business, though the actions would need to be confirmed at the next regular meeting following the lifting of restrictions. Congregations, and Presbyteries, can write specific guidelines in their standing rules concerning electronic meetings.  In 2004, the GA considered a question from the ACC about email voting, and their reflections provide a good context for thinking through any of these issues. Reference – 2004 GA, item 4-14 or get a copy at:  &lt;a href="http://index.pcusa.org/NXT/gateway.dll?fn=default.htm$f=templates$vid=GA216:10.1048/Enu$3.0"&gt;http://index.pcusa.org/NXT/gateway.dll?fn=default.htm$f=templates$vid=GA216:10.1048/Enu$3.0&lt;/a&gt;&lt;br /&gt;In order to know what your local plan will be it is important to connect NOW with local emergency management systems either through the Emergency Operations Center or the local organization that responds in disaster.  Many communities have a coordinating group called a VOAD (Voluntary Organizations Active in Disaster) or a disaster committee that is part of the American Red Cross.  Someone from the congregation should register with at least one of these groups as a point of contact for the church.  Clergy and other staff should consider taking Red Cross training and register with the Red Cross.  Knowing what the community plan is ahead of time will make it possible for the church leadership to effectively address issues and problems with less frustration.&lt;br /&gt;v      What you can do now to prepare for that eventuality is develop a means for worship when the congregation cannot gather.  Here are some options:&lt;br /&gt;·         Contact local radio stations to find out what might be involved in either live remote feeds or taped worship.&lt;br /&gt;·         Talk to the local Cable TV network and find out if they are willing to broadcast videotape of worship services, church messages and other events.&lt;br /&gt;·         Find out from your computer internet service provider about providing podcasts and live internet feeds of worship, Sunday School classes and other events.  While the initial investment may be costly, in the long term this could open up a whole new ministry of the church to those unable to attend at a very reasonable continuing cost. Consider using other web based conferencing video and audio services such as skype.com or gotomeeting.com as alternatives.&lt;br /&gt;v      Develop a Continuation of Business Plan&lt;br /&gt;·         Plan for ways to encourage congregants make their pledge in the absence of being in worship.  Give simple clear instructions about the options open to members.&lt;br /&gt;·         Talk to vendors and utility companies about what might happen in case operations are reduced at the church due to closures. &lt;br /&gt;·         Plan for continuing operations of the office and whether increased security will be warranted during closures.  Can some employees work from home?&lt;br /&gt;v      Ensure congregational care and support for ongoing community ministry operations.&lt;br /&gt;·         If the church has a food pantry, discuss with those who do that ministry how they can plan to continue operations within the guidelines for public gatherings and at the same time take precautions not to spread the flu.  Is home delivery viable? &lt;br /&gt;·         A member care group should explore how to provide palliative care and nutrition support to persons who are unable to care for themselves either because of prior conditions or the flu. Meals on wheels or other home feeding programs may be expanded to accommodate the need for home delivered meals. &lt;br /&gt;v      Develop plans for responding to new needs as they arise.&lt;br /&gt;·         How can the church provide support to families if businesses, schools and manufacturing plants close?  How will the church care for the homeless and the displaced due to economic disruptions in the community?&lt;br /&gt;·         How can churches work together to provide support to those affected? It can be used to screen your employees as they come to work each day. The best information is available on the CDC website: &lt;a title="blocked::http://www.cdc.gov/swineflu/" href="http://www.cdc.gov/swineflu/"&gt;http://www.cdc.gov/swineflu/&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;In summary:&lt;br /&gt;1) The U.S. Centers for Disease Control (CDC) confirmed that, over the last 72 hours, an outbreak of Swine Influenza A (H1N1) or “swine flu” appears to have originated in Mexico, where 103 deaths have been reported.&lt;br /&gt;2) CDC reports 20 confirmed cases of Swine Flu in the United States including California, Texas, New York City, Kansas and Ohio, with only one of those 20 hospitalized. There are no reported fatalities in the U. S. related to Swine Flu.&lt;br /&gt;3) The 2 Texas cases are located in Cibolo, a community in Guadalupe County on the outskirts of San Antonio.&lt;br /&gt;4) San Antonio/Bexar County EOC is prepared, but not activated. We have many activities on many levels. Here is a summary of where we are, one week after landfall:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;VOC&lt;/strong&gt; -The Volunteer Operation Center has been great success and has handled the rush of Spontaneous Volunteers very well. Today’s intake was only 16 new volunteers, and for a weekend, suggests that the turn-out will continue to dwindle.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Julie and group plan to have a small-scale team there again tomorrow to handle that last of the weekend activity, and then I am recommending we transition from full VOC stand-up mode into to a call reference system mode beginning Monday. The exercise has been well received, we have done great work, and it is time for a rest to catch our collective breath. Many thanks to Julie and Louis, Bexar County, Alfred and Ann, Red Cross, Frank and Mary, and everyone participating in the VOC. Your hard work made it work!  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;DRC&lt;/strong&gt; - The Disaster Recovery Center opened today on Evers Road; the SA Long Term Recovery/Unmet Needs Team has seen a large and steady request for assistance there. Steve and Jeanne processed over 60 requests today, and more are expected. The next meeting of the Unmet Needs Team is Thursday at Beacon Hills Presbyterian Church at 2:00 PM. We were very poorly attended yesterday, partly due to the short notice-but also no doubt to the many activities ongoing.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;MSN Shelters&lt;/strong&gt; - The BCFS Shelters are consolidating. Ours in First Presbyterian was closed last night.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Mass Shelters &lt;/strong&gt;- The General Population Shelter census also continues to decline. Both still need volunteers, and we foresee a potential volunteer need for the next week. Please encourage those who served to do so again. If you haven’t yet, now is the time.&lt;br /&gt;&lt;br /&gt;At the State level, we transition to recovery. Many of us will now be called upon in our coordination and collaboration roles with our State and National partners. The recovery phase from Ike will be a massive undertaking. I am thankful we have been preparing and training to meet the task.     &lt;br /&gt;&lt;br /&gt;Rest well; tomorrow is Sunday. It is a great operation to work in harmony with our State and FEMA partners, and a most efficient way to streamline assistance to those with real needs in the shortest possible time. The process is fast as these folks already have a FEMA number. With an estimated 12,000 people registering as evacuees in San Antonio, we can predict a large group of needs will be identified.&lt;br /&gt;&lt;/div&gt;&lt;blockquote&gt;&lt;p align="justify"&gt;If you can assist with the resources to meet any of the below itemized needs, please contact Steve or Jeanne to let them know and to make arrangements to connect the need to the resource.&lt;br /&gt;&lt;br /&gt;If your organization/agency has a resource you can provide that is not currently listed as an unmet need, please send Jeanne an Email at &lt;a title="blocked::mailto:sacommchurches@sbcglobal.net" href="mailto:sacommchurches@sbcglobal.net"&gt;sacommchurches@sbcglobal.net&lt;/a&gt; and let them know. Steve Payne and I were honored to represent the San Antonio Community of Congregations and the San Antonio Long Term Recovery Group at the Disaster Recovery Center that was opened today at 5455 Evers Road. We processed close to 100 individuals. Some were families, some were not. The needs are somewhat predictable, but the needs are immediate. These people want to get back to their homes and see what damage has been done to their lives. So, without further unnecessary verbage, here is what we need. If you can help, please consider the following:&lt;br /&gt;&lt;br /&gt;1. money for gas cards - I was told by the city of San Antonio that no funds were available for gas money. The great majority of these people drove here. In cars. So, it would stand to reason that they need money to put gas in their cars to get home. We ( that would be specifically the San Antonio Long Term Recovery Group) need money to purchase these gas cards. Valero is not going to do anymore than they have already done. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Please consider this request. Send your checks to SACOC at 1101 W. Woodlawn, San Antonio, TX 78201. OR call the office at 733-9159 and we will make arrangements to have the check delivered or we will pick it up.&lt;br /&gt;&lt;br /&gt;2. other requests are for clothes, food and baby items - We have this covered. SACOC can provide formula and we have churches providing the rest. However, if you or your congregation would like to gather these items, please do so. Call my office (733-9159) and let me know what you can do.&lt;br /&gt;&lt;br /&gt;3. Random requests - We need car seats for two infants. We need ace bandages for a gentleman who has trouble with his legs. We need one port-a- crib. We need pots and pans so folks can cook in the hotel suites that have kitchen areas. We need dry dog food. We only need a couple bags of dry dog food.&lt;br /&gt;&lt;br /&gt;We processed about 100 people today. Tomorrow Steve and I will be at the DRC again. I think you get the idea. Please, help us with these needs. This is a time when the San Antonio Community of Churches can reach out to help individuals get back to their homes.&lt;br /&gt;&lt;br /&gt;Thank you for your support. Milt McFarland (the last shift leader on duty) locked the New Covenant Bldg about 10:05 pm. I will have the Saturday 8 am- 12 noon volunteer shift arrive around 9 am Saturday to start the clean-up process. My goal Saturday is to try to get the upstairs ready for Sunday School on Sunday. type='text'>Meeting of Southeast Texas Interfaith Organization</title><content type='html'>&lt;div align="justify"&gt;Thursday, September 18, 2008 - We attended a meeting of Southeast Texas Interfaith Organization.  In attendance were representatives from: SETIO, PDA, FEMA, UMCOR, Lutheran Social Services, YMCA, Billy Graham Rapid Response, Samaritan's Purse Westminster Presbyterian Church, Wesley United Methodist Church, Rita Recovery and CRWRC.  Other groups were invited but were unable to attend.  The group decided to extend their recovery efforts from Hurricane Rita to include Hurricane Ike. &lt;br /&gt;&lt;br /&gt;FEMA reported there were10,000 to 15,000 homes flooded in South Jefferson and South Orange Counties.  It was estimated that Harris County (Galveston area) would have 40 to 40 times as many homes damaged as they had in Rita.  The town of Winnie is still flooded.  FEMA also reported that, as of 9/16/2008, 29,000 registrations had been filed in Jefferson County, 18,034 in Orange County and 83,034  in Harris County (Galveston area).  They are receiving thousands of additional calls each day and the lines have been jammed.&lt;br /&gt;&lt;br /&gt;Other groups reported that Crystal Beach is still inaccessible and the Search and Rescue Units are still working.  Efforts are being made to determine the names and numbers of Fire, EMS and Police personnel who had homes damaged.  These groups will be a high priority for repairs in order to keep these folks living in the areas where they serve.&lt;br /&gt;&lt;br /&gt;Congress is looking to pass a bill which will allocate $6 billion to $10 billion for hurricane recovery efforts.  It is likely that $3 billion will be earmarked for housing reconstruction.  It was reported that the state of Texas may be willing to allocate a portion of these funds to the faith community to help rebuild homes.  We were asked to lobby Washington to ensure favorable outcome of this bill.&lt;br /&gt;&lt;br /&gt;The current needs were determined to be: Case Management, Construction Management, Organizing; Coordinating response, Advocacy and Relief (water, food and clean-up).  Volunteers are needed as soon as possible.  Hospitality for these volunteer teams is also needed.  There is a need to consolidate recruitment and assignment of volunteers.  Note:  The PDA call center may be able to help in this.&lt;br /&gt;&lt;br /&gt;After the meeting, Rich and Rick met with some of the attendees and discussed areas where PDA could be of assistance.&lt;br /&gt;&lt;br /&gt;Tomorrow we will be making a presentation to New Covenant Presbytery for PDA's response. Very few homes in the Beaumont/Port Arthur area have power but it is coming.  And there is still a "boil water" order.  This is preventing motels and restaurants to fully open.  Rev. Merriam's generator gave up yesterday so we had a very quiet, evening chat by candle light.&lt;br /&gt;&lt;br /&gt;Here is a brief daily report and schedule of our plans:&lt;br /&gt;&lt;br /&gt;Today - We are attending the first meeting of Southeast Texas Interfaith Organization since Ike.  This group, with help from PDA, has been responding to Hurricane Rita for the past three years and was within six months of completing that response.  Because some areas in the Beaumont/Port Arthur area have been devastated, much worse than Rita, by flooding from the surge, they are predicting a two year commitment to this area.  We will also meet with the New Covenant Presbytery, Disaster Response Commission Chair, Rev. Margaret Desmond, today after the S.E.T.I.O. meeting.&lt;br /&gt;&lt;br /&gt;Friday - We are traveling to Clear Lake P. C. in the Houston area to meet with Mike Cole, General Presbyter of New Covenant Presbytery, to make a presentation on response plans for the affected areas between Beaumont, TX and Louisiana (initial estimates are up to 20,000 homes flooded, many in lower income areas).  We have invited other NRT members in the area to attend this meeting.&lt;br /&gt;&lt;br /&gt;Saturday - Rich and I will be working with Rev. Merriam as he and a videographer make a seven-minute DVD of the devastation and the inter-denominational response and opportunities.  Note:  The video company was already scheduled to make a promo for St. Andrews P.C's capital campaign.  The campaign has been postponed and the company will be donating the DVD.  The DVD will be available to PDA to demonstrate the response.  Any ides for distribution will be welcomed by Rev. By the grace of GOD we have electricity, food and water. We filled all of the cars just before the storm. During the aftermath of Hurricane Katrina and Rita our church had a very successful Hurricane Relief Fund. We were able to house several families and help them until they were back on their feet. Now we are asking for your help.  I do have 4 of my family members with me that had to evacuate because of no water and electricity. The area where they live looked like a war zone right after the storm. Where there is Gas, lines are 5-10 miles long which makes it very hard to get gas if you are on "E". We have Places of Distribution, but those lines are just as long and if you have no gas, you can not get there.  I am asking for those who can't ask for your prayers and whatever help you can render. I asking the NBPC to get a water, food and ice drive together and help us as soon as possible. FEMA is working from the West to the East. People on the East side have not seen FEMA at all. The wait is stated to be any where from 1-2 weeks.&lt;/div&gt;&lt;div&gt; &lt;/div&gt;&lt;div&gt;Most of the stores in Houston/Galveston are closed because there is no electricity. The stores that are open have 5-8 hour lines out the door.  We are looking to go to the church today to clean up. We have been under an order not to go out if there was not a need. The housing of evacuees has shifted from short term to long term (month or more??) hospitality. This had stretched the first responders’ resources and thus our calls for volunteers to assist at the sites here in San Antonio.&lt;br /&gt;&lt;br /&gt;While we are still in the early days of long term recovery from Hurricane Dolly, our attention and the need for physical and financial support now needs to spread out along most of the Gulf Coast, and into the hard hit areas inland when Ike blew northward.&lt;br /&gt;&lt;br /&gt;It will be some days before the full picture of “Ike’s” damage and destruction is known. While waiting for additional ways to help our displaced neighbors keep all of them and those doing search and rescue, setting up points of food and water distribution, doing power restoration, sustaining shelter operations and “even” mosquito control operations in your prayers. At this time, nearest available shelters are in San Antonio and Dallas.&lt;br /&gt;·    2.2 million customers are still without power; work progresses swiftly- the magnitude of the work will extend weeks.&lt;br /&gt;·    Within the assessment areas, this is Rita x 10, according to the State of Texas.&lt;br /&gt;&lt;br /&gt;Analysis: According to the very preliminary assessments, much of Galveston, Chambers, Jefferson and Orange Counties have sustained significant infrastructural destruction (more than just “damage”). An extended sheltering operation is forecast.&lt;br /&gt;Houston, our nations 4th largest city remains partly powered, but severely crippled. Response will extend for weeks.&lt;br /&gt;&lt;br /&gt;As such, Volunteers are urgently needed. The Volunteer Operation Center (VOC) is receiving volunteers from 7:00 AM to 7:00 PM daily at the Frontier Room at Joe Freemen Coliseum, 3201 E. Houston St., San Antonio. Larger than Katrina, Ike’s shadow covered 85% of the Gulf of Mexico and is roughly the size of Texas. Ike’s Cat 2 strength belies its magnitude for destruction; Ike is the largest hurricane to strike Texas in 50 years. Residents of Galveston who failed to obey the Mandatory evacuation are marooned. This morning, 4 million people in the Houston area are without power; flooding spans several counties and Ike has yet to come completely ashore. &lt;/div&gt;&lt;div align="justify"&gt;&lt;/div&gt;&lt;br /&gt;&lt;div align="justify"&gt;Worse still, Ike spills over into Louisiana and is wracking swaths there still wet and without power from Hurricane Gustav. Flooding is widespread from Ike’s powerful Tsunami-like tide surge shoved against the coastal shore-lines, bays and inlets across Texas, Louisiana, Mississippi and Alabama.&lt;br /&gt;&lt;br /&gt;As large as Ike’s strike, the response is larger still. The President has already authorized National disaster assistance. FEMA has prepositioned food, generators and resources. Governor Perry has requested a Federal Disaster Declaration for a major disaster affecting 90 counties. State of Texas resources began re-entry operations this morning, led by a massive Texas Task Force Ike. Search and rescue has safely begun even as the storm is still passing. The Texas Statewide Shelter network operations continue full throttle, to handle the nearly 1,000,000 people within the mandatory evacuation areas.&lt;br /&gt;&lt;br /&gt;In San Antonio, the Alamo Area Regional Command (AARC) continues as the Texas staging arena supporting the evacuation and sheltering operations. Port San Antonio has registered over 3500 evacuees. General Population Shelters and BCFS Special Medical Needs (MSN) Shelters are housing them.&lt;br /&gt;&lt;br /&gt;SAVOAD continues supporting AARC operations through the Volunteer Operation Center (VOC) operating daily at Joe Freeman Coliseum’s Frontier Room. VOC has received and is processing AARC requests for over 1000 volunteers. Many more are needed, as we can anticipate our guests may have extended stays in the Alamo City. San Antonio congregations are simultaneously providing thousands of volunteers in the 20-church MSN Shelter network. Hospitality has become our motto. I invite and encourage you to join us. Austin is receiving large numbers of evacuees and new volunteers may be asked to work in the evacuation centers or in other roles during the operation. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;The VRC is located at the Northwest Hills Recreation Center at 2913 Northland Drive in Austin. Those wishing to volunteer are asked to visit &lt;a href="http://www.centex.redcross.org/"&gt;http://www.centex.redcross.org/&lt;/a&gt; to fill out a volunteer application and request a background check in order to expedite the process of volunteering. Volunteers must then report to the Resource Center for training, credentialing and scheduling. Sept 10th, in preparation for Hurricane Ike. The group agreed to initiate Presbytery calls to all coastal congregations.”&lt;br /&gt;Mike Cole led that action.&lt;br /&gt;The New Covenant Presbytery office is scheduled to close at noon today (Thursday).&lt;br /&gt;&lt;br /&gt;Dave and his family are preparing to evacuate League City (between Galveston and Houston, on the Trinity Bay) due to expected storm surge.  &lt;br /&gt;Our prayers are with Dave, his family and all our congregations in New Covenant Presbytery as they prepare and respond to Hurricane Ike. Our prayers for strength will be answered as we pray in the Name of the Lord.&lt;br /&gt;&lt;br /&gt;Mission Presbytery has likewise been connecting and affirming the work of her Coastal congregations. Preparedness and evacuations are proceeding “decently and in order.”&lt;br /&gt;&lt;br /&gt;In San Antonio, First Presbyterian Church is sheltering Special Medical Needs evacuees through Memorandum of Understanding with BCFS (Baptist Child &amp;amp; Family Services).  Rev. John H. Seiders, Executive Associate Pastor at First San Antonio reports 12 guests hosted overnight (Wed) and is making pastoral visits there today. The large responding agencies are already engaged and Red Cross, Salvation Army and Texas Baptist Men are all asking us for volunteers.&lt;br /&gt;&lt;br /&gt;BCFS which oversees the Special Medical Needs Shelters has activated all of their church partners, and many San Antonio area congregations are showing an outpouring of love and hospitality for our neighbors in their churches.&lt;br /&gt;&lt;br /&gt;Hurricane Ike is currently a strengthening Cat 2 Hurricane with winds exceeding 100 mph moving at 10 mph. Current location is approx 575 miles east of Brownsville, Texas, with landfall expected along the central Texas coast Saturday @ 3:00 Am. The exact point of landfall will not be precisely known for several more hours, but all current models project it to be between Brownsville and High Island; most project it between Rockport and Galveston. Ike is intensifying and is likely to become a Cat 3 today. Tropical Storm Force winds will begin to be felt Friday.&lt;br /&gt;&lt;br /&gt;The National Hurricane Center warns that “…IKE IS A LARGE TROPICAL CYCLONE.&lt;br /&gt;HURRICANE FORCE WINDS EXTEND OUTWARD UP TO 115 MILES...(185 KM)...FROM THE CENTER...&lt;br /&gt;AND TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 255 MILES...(410 KM).”&lt;br /&gt;&lt;br /&gt;Overnight, Texas has conducted Special Needs evacuations from Corpus Christi to Brazoria.&lt;br /&gt;Beginning at 8:00 AM today, an evacuation of the UT Medical Hospital from Galveston Island will begin.&lt;br /&gt;&lt;br /&gt;Mandatory evacuations are in affect for several coastal areas; more are expected this morning. San Antonio had occupants in 4 Shelters overnight. Many more evacuees are expected to arrive today. Current San Antonio Shelter capacity (open and pending) is 16,300. Additional shelter capacity is being prepared this morning.&lt;br /&gt;&lt;br /&gt;What you can do to help:&lt;br /&gt;The Volunteer Operation Center (VOC) is receiving volunteers from 7:00 AM to 7:00 PM daily through Sunday at the Frontier Room at Joe Freemen Coliseum, 3201 E. We are hopeful of a very busy afternoon. This path is still uncertain, but Ike’s emergence on Cuba’s west coast, is confirming this possibility. The next 24-36 hours are critical to Ike’s direction, necessitating late decisions for evacuation. The result of which is the State of Texas is preparing for a Hurricane Ike strike on Texas coast between Corpus Christi and Beaumont-Port Arthur on Saturday morning, and preparing to meet all shelter needs.&lt;br /&gt;&lt;br /&gt;&lt;/div&gt;&lt;p align="justify"&gt;&lt;/p&gt;&lt;p align="justify"&gt;&lt;a href="http://1.bp.blogspot.com/_ZXifrRef3Ow/SMiuWalRqDI/AAAAAAAAABA/6wJsu8oEvvw/s1600-h/9-7-08-5PM-Ike-Path.gif"&gt;&lt;img id="BLOGGER_PHOTO_ID_5244633466188965938" style="FLOAT: right; MARGIN: 0px 0px 10px 10px; CURSOR: hand" height="246" alt="" src="http://1.bp.blogspot.com/_ZXifrRef3Ow/SMiuWalRqDI/AAAAAAAAABA/6wJsu8oEvvw/s320/9-7-08-5PM-Ike-Path.gif" width="320" border="0" /&gt;&lt;/a&gt;&lt;/p&gt;&lt;div align="justify"&gt;&lt;br /&gt;This morning, Governor Perry declared a state of disaster as a result of Hurricane Ike posing a threat of imminent disaster along the Texas Coast declaring 88 counties including Bexar. He has requested a Presidential declaration.&lt;br /&gt;&lt;br /&gt;The critical operation time for this plan is H-36, now posted as Wednesday, 9-10-08 @ 11:00 PM.&lt;br /&gt;&lt;br /&gt;Special Needs evacuees should be evacuated by that time.&lt;br /&gt;&lt;br /&gt;In support of the expected AARC Shelter Operation, SAVOAD has activated the Volunteer Operation Center (VOC). The VOC strike teams are notified to meet Tuesday AM at the same site, Frontier Room at Joe Freeman Coliseum. A PSA is expected to go out this PM and spontaneous volunteers are anticipated to begin processing at 1:00 PM Tuesday. The General phone number at the VOC is 210-224-5365.&lt;br /&gt;This volunteer operation is intended to support the Responder Shelter, and the 3 preliminary General Population Shelters, scheduled to begin opening tomorrow as the Shelter Branch manager requests.&lt;br /&gt;&lt;br /&gt;BCFS continues management of all Texas SMN (Special Medical Needs) Shelters, and will be 24/7 operational at the AARC beginning 7:00 AM Tuesday.&lt;br /&gt;&lt;br /&gt;Unmet Needs- The City of San Antonio-DCI is seeking a church (or other facility) with large parking capacity to potentially serve as a registration processing site for Self-Sheltering evacuees. Proximity to Bldg 1537 at (KellyUSA) City Base is important.
